Budget screening nears completion, Economy Ministry to forward 2027 development proposals to MoF
GEORGE TOWN, Aug 10 — The Economy Ministry expects to complete its screening of development expenditure proposals for 2027 by the middle of this month, before submitting its recommendations to the Finance Ministry (MoF), Economy Minister Akmal Nasrullah Mohd Nasir said today.
He said the ministry is currently in the final stage of Budget screening as part of preparations for the Second Rolling Plan (RP2) under the 13th Malaysia Plan (13MP).
“At the Economy Ministry, we have reached the final stage of Budget screening before we submit the proposals we have drawn up for development expenditure in 2027 to MoF.
“I expect that by the middle of this month, all processes at the Economy Ministry will be completed,” he told reporters today after launching the STEM talent pilot programme at Penang Tech Dome here.
Akmal said the Budget preparation process goes through several stages, including submissions from the respective implementing ministries.
Development expenditure proposals are subsequently submitted to the Economy Ministry for coordination and recommendation under RP2 for next year, he added.
He said the ministry is considering new allocations that need to be recommended while also reviewing the requirements of ongoing projects.
Asked about the main priorities for the upcoming Budget, Akmal said the government must ensure that the programmes and objectives outlined under the 13MP are supported by sufficient implementation capacity.
He said some of the initiatives had already been approved under the First Rolling Plan (RP1), while further requirements would be considered under RP2.
“For RP2, there are certainly several areas where I see a need, whether in terms of infrastructure or how government development expenditure can enhance or accelerate our move towards the high-growth, high-value industries that we have proposed,” he said.
Akmal said the government would also continue to take into account current requirements involving infrastructure, facilities and the preparedness of its agencies.
He said development spending for 2027 would ultimately be geared towards strengthening the implementation of the 13MP.
“For development expenditure in 2027, we are looking at strengthening the 13th Malaysia Plan,” he said.
