PUTRAJAYA, Oct 10 — Prime Minister Datuk Seri Anwar Ibrahim today stressed that Budget 2027 is a covenant between the country and its leadership and the people, which must be implemented with full trust and integrity.
The finance minister said the Fifth Madani Budget, formulated by a large team under the Ministry of Finance and other ministries, took into account the needs of various segments of society, ranging from driving economic growth to addressing issues concerning employment, wages and minimum income
“We want to remind all Malaysians from various walks of life that this budget is not merely about managing finances, but must be an agreement bound by a covenant.
“This means a promise, pledge or oath between the country, its leadership and the people. So, we listened to hundreds, and perhaps even more, views from various groups,” he said in the Special Madani Budget 2027 Interview aired by Radio Televisyen Malaysia (RTM) tonight.
Anwar said the Madani government under his leadership had always considered all levels of society when formulating Budget 2027, themed “Reaching for the Skies, While Anchored on Our Values”, while seeking to uphold the dignity and well-being of the people.
The prime minister added that whatever plans implemented by the government under Budget 2027 would ultimately ensure a better quality of life for various segments of society in the future, while taking into account all the challenges faced by the people.
He said Budget 2027 not only focused on major matters such as driving high economic growth, but also extended to issues such as cat welfare, as well as the welfare of gig workers and minimum income.
“The economy may be thriving, but the people may still be burdened. So, this is what I call a philosophy, an approach that takes a more holistic view, and that is essentially what a budget is.
“We have heard about the problems faced by gig workers, e-hailing and p-hailing workers. These are things that did not exist 10 years ago. They are new issues,” he said.
Anwar also explained that Budget 2027 was the result of how the country was being managed well, with the highest leadership always upholding its trust and responsibility.
“This is a budget where the country upholds its trust, safeguards it as a trust, and treats it as a covenant. It is a promise that must be fulfilled in earnest,” he said.
Yesterday, Anwar tabled Budget 2027 in the Dewan Rakyat, allocating RM510 billion to uphold the dignity and well-being of the people at all levels.
Budget 2027 outlines eight key pillars, encompassing commitments ranging from improving the people’s quality of life to strengthening the country’s resilience and future.
When tabling the Supply (Budget) Bill 2027, Anwar summed up the commitment as the “National Covenant” — a pledge that the country’s progress would ultimately translate into a more dignified life for the people and strengthen Malaysia for future generations.
